The Civil Code contains no regulation on the powers and rights of the People's Courts at all echelons in dealing with copyright-related disputes. Therefore, the competence of the People's Courts to settle copyright-related disputes through the first-case procedure shall be specified on the basis of the Ordinance on the procedure to deal with civil cases (the Ordinance). However, copyright-related disputes are very complicated. Thus, apart from the copyright-related cases specified in Point a, Clause 2, Article 11 of the Ordinance, other cases relating to copyrights shall be handled in line with the first-case procedure by the People's Courts of provinces and centrally-administered cities on the basis of Point c, Clause 2, Article 11 of the Ordinance.
