Constitution of the Socialist Republic of Vietnam (1992)

Approved by the 8th National Assembly (11th Session) on 15 April 1992


Article 30

The (Vietnamese) State and society shall seek to preserve and develop an advanced Vietnamese culture imbued with national identities; it shall inherit and promote the values of the cultures of all ethnic groups in Vietnam, the thoughts, morality, style of work and living of Ho Chi Minh, the quintessence of the culture of humankind; all creative activities and talent among the people shall be developed to the full.

The State undertakes the overall administration of cultural activities. The propagation of all reactionary and corrupt thought and practices are forbidden; superstitions and harmful customs are to be eliminated.

Article 32

Literature and the arts contribute to fostering the personality and nurturing the spiritual nobility and beauty of the Vietnamese people.

The State shall make investments in the promotion of culture, literature and the arts; it shall create favorable conditions for the people’s enjoyment of valuable literary and artistic works; it shall give its patronage to creative talent in literature and the arts.

The State shall promote literary and artistic diversity; it shall give encouragement to mass literary and artistic activities.

Article 33

The State shall promote work in the fields of information, journalism, radio, television, cinema, publishing, library science and the mass media. The State shall strictly ban all activities in the fields of culture and information that are detrimental to national interests, and destructive of the personally, morals, and elevated lifestyle of the Vietnamese.

Article 34

The (Vietnamese) State and society shall seek to preserve and develop the nation’s cultural heritage; take good care of preservation and museum work; look after the repair and maintenance of, and seek to obtain the best effects from, historical sites, revolutionary relics, items of cultural heritage, artistic works, and places of scenic beauty.

Article 38

The State makes investments in and gives financial assistance to science through various channels, priority being reserved for the vanguard sciences and technologies. It pays attention to the training and proper use of scientific and technical cadres, particularly those with high-qualifications, skilled workers and artisans; it strives to create favorable conditions for creativity and contributions by scientists; devises many forms of organization and activity for scientific research, ties scientific research to the requirements of socio-economic development, ensures good coordination between scientific research and training on the one hand and production and business on the other.

Article 43

The State shall expand international intercourse and cooperation in the fields of culture; information, literature, the arts, science, technology, education, health care, sports and gymnastics.

Article 60

The citizen has the right to carry out scientific and technical research, make inventions and discoveries, initiate technical innovations, rationalize production, engage in literary and artistic creation and criticism, and participate in other cultural activities. The State protects copyright and industrial property.
