Dear Mr. Phuong,

I refer to the above and to our letter dated 8 February 2006 on this subject matter. 

We note that despite two meetings that were held between VCPMC and the representatives of various hotels in April and July, all hotels, with one exception, continue to utilize music within their premises without securing any public performance licence from VCPMC, to whom foreign copyright owners have entrusted the repertory of international musical works.

We believe that the hotels in Vietnam are now familiar with their legal responsibilities under Vietnamese copyright law; thus, we are dismayed that they are continuing to disregard their legal responsibilities.  This situation is particularly sad as many of these hotels such as Sheraton, Hilton, Sofitel, Melia, Nikko and Daewoo are internationally renowned names that pay copyright fees in many of the other countries in which they operate, and where the copyright law, like in Vietnam, obligates them to secure public performance licences for the use of music within their premises.

We strongly urge that VCPMC takes urgent and stronger measures to ensure that the intellectual properties of all of our members are properly respected in Vietnam.
